Welcome to our consultation page for our proposals for a Neighbourhood Centre at Kings Barton.

The proposals for the neighbourhood centre include a nursery, community hall, food store and pub along with significant public realm and open space.

The neighbourhood centre forms part of Phase 2B of the Kings Barton development and will sit alongside Barton Farm Primary Academy.

The Vision

Kings Barton will be a 21st century sustainable suburb for Winchester, providing 2000 new homes along with retail and community uses and social and recreational infrastructure.

Located to the north of the city on a key arterial connection, it is envisaged to grow as a planned neighbourhood, integrated with the city of Winchester and the neighbouring communities.

Kings Barton is a neighbourhood of order and unity, reflecting the creation of a new suburb for Winchester, planned and built as a whole. The selective use of housing typologies, materials and external finishes is restrained to create enclosure, repetition and cohesion within the street scene. Buildings enclose and define streets and squares, overlooking and addressing the public realm. Open spaces are designed as a range of either informal or formal spaces depending on their location and relationship with the built form. These spaces vary in character through a response to context.

The Neighbourhood Centre at Kings Barton will be the heart of the new community comprising of a mix of community and commercial facilities centrally located within the site and focussed around The Park, The Square and The Place.

Planning context

Outline planning permission was approved at appeal on 2nd October 2012

(Appeal ref APP/L1765/A/10/2126522, application 09/02412/OUT and varied

by 13/01694/FUL) for the development of the site for 2,000 dwellings (and other associated works). The outline permission included detail of proposed access, with all other matters reserved.

The Outline included the neighbourhood centre (NC), which is subject of this consultation.
